In recent years, the realization that tertiary education is part and parcel of a country’s competitive advantage, together with the impetus given by the global rankings, have provoked a radical change in the way governments consider the role and importance of universities. Preliminary results of this work show clearly that the most successful institutions are those that have managed to align the three main components of excellence, namely critical masses of talent, abundant resources, and appropriate governance, the latter being perhaps the most critical level of rapid change.

JRC discusses cultural and creative cities’ at the “Role of Culture”

In the context of the European Semester and “The Role of Culture” event on 15-16 April 2015 in Lisbon, the JRC has been invited to discuss the ongoing work on the development of a monitoring tool, the Cultural and Creative Cities Index (working name). The Index is the result of a convergence of interests of several stakeholders and the European Commission to establish a common evidence-base for understanding and monitoring cultural and creative initiatives and assessing their social and economic impact in cities milieu.

The JRC was invited for the fifth consecutive year, by the Cornell University, INSEAD business school and the World Intellectual Property Organization to conduct thorough conceptual and statistical coherence tests on the Global Innovation Index (GII) to ensure its reliability and transparency and to help deriving more accurate and meaningful policy recommendations.
