The COIN Open Days are one-day (or half-day) workshops that bring together researchers and policy analysts from the European Commission, international organisations, think tanks and the academia with scientists of the European Commission’s Competence Centre on Composite Indicators and Scoreboards (COIN) with a view to discuss together how to further improve their monitoring tools ‒ be those indicator frameworks, scoreboards, composite indicators‒ and to ensure that these tools are developed using the highest standards in composite indicator methodology.

COIN Open Day – Elcano Global Presence Index

COIN Open Day – Elcano Global Presence Index

Date of event:
Friday, February 9, 2018 - 09:30 to 17:00
Where:

Ispra, Italy

Aim:
This workshop brings together the Elcano Royal Institute, developers of the Elcano Global Presence Index, with scientists of the European Commission’s Competence Centre on Composite Indicators and Scoreboards (COIN) with a view to discuss together how to further improve the index and to ensure that it is developed using the highest standards in composite indicator methodology.

Description:
The Elcano Global Presence Index is an annual measurement of the projection in the world of 100 countries based on three dimensions: Economic, Military, Soft. The 2017 edition of the Elcano Global Presence Index ranks 100 countries according to the extent to which they are currently ‘out there’, participating in and shaping the process of globalization. Decaying countries and emerging economies: blurred categories. Unlike in previous editions, traditional powers and emerging countries do not behave as two distinct and homogeneous blocs. The beginning of de-globalisation?”

Societal impact:
“Global presence may be addressed by posing the following question: to what extent and in what form are countries ‘out there’, beyond their borders, regardless of whether they are exerting real influence or power? In a sense, global presence can be the basis of power –the platform or asset capable of being transformed into influence or power – if the country extending its presence is able and willing to pursue such ends.

The main objective of this project is joint the efforts put forth by the academic world, some international agencies, and diverse think tanks toward conceptualising globalisation. Therefore, one of the functions of the Elcano Global Presence Index is to analyse the global trends of international presence, including the evolution of multipolarity or bipolarity, the rise or decline of certain countries and regions, and the greater or lesser prominence of soft versus hard presence.

The Index is also a way of assessing the foreign policy of those countries included in the calculation – efforts and means versus results, sector profile of presence, relation between presence and influence, or the distance between objective presence and subjective perception. Consequently, the second aim is to provide a tool for foreign policy-making.”
