The COIN Open Days are one-day (or half-day) workshops that bring together researchers and policy analysts from the European Commission, international organisations, think tanks and the academia with scientists of the European Commission’s Competence Centre on Composite Indicators and Scoreboards (COIN) with a view to discuss together how to further improve their monitoring tools ‒ be those indicator frameworks, scoreboards, composite indicators‒ and to ensure that these tools are developed using the highest standards in composite indicator methodology.

How can I prepare myself for a COIN Open Day?

After receiving confirmation that your request has been accepted:

  • The JRC-COIN team will share a protocol for discussion that builds on the 10-step guide of the OECD/JRC Handbook on Composite Indicators.
  • A couple of days before the COIN Open Day, you are welcome to share some background documentation on your monitoring tool with the JRC-COIN team.
  • During the COIN Open Day, you could either discuss the index/scoreboard going over the material you have shared and/or give a presentation (highly recommended).

Aim:

This workshop brings together Equal Measures 2030 with scientists of the European Commission’s Competence Centre on Composite Indicators and Scoreboards (COIN) with a view to discuss together how to further improve the SDG Gender Index and to ensure that it is developed using the highest standards in composite indicator methodology.

Description:

The SDG Gender Index aligns to the normative framework of the Sustainable Development Goals (SDGs) and covers gender issues in 14 of the 17 global goals. Its design is based on global consultations with gender advocates and stakeholders. The Index generates scores that allow comparisons of gender progress by country, goal and single indicator. The Index draws on a mix of “official” SDG and complementary indicators that include laws, policies and budgets affecting the lives of girls and women, as well as outcome measures. It highlights issues that create enabling environments for gender equality but are not seen as ‘gender issues’, such as climate change, energy, tax and public finance issues.

Societal impact:

In September 2018, Equal Measures 2030 launched the pilot (based on six countries) SDG Gender Index  which aims to support girls’ and women’s movements and champions across sectors to measure progress of the Sustainable Development Goals (SDGs) specifically through a gender lens. The SDG Gender Index  tells a story of global progress, as well as being a mechanism for accountability that gender advocates can use to frame their influencing on the girls and women and gender equality issues. In the launch of the pilot results, women’s rights organisations used the results to highlight areas of progress and where greater efforts were needed. They also used it to frame their specific advocacy aims related to a range of issues such as women’s leadership (Colombia), gender-based violence (India), girls and secondary education (Senegal), women’s land security (Kenya), women’s economic empowerment (El Salvador) and child marriage (Indonesia). COIN Open Day - SEEA AFF and INCA

Aim:

This workshop brings together the Joint Research Centre (Land Resources Unit) and Food and Agriculture Organization (FAO) with scientists of the European Commission’s Competence Centre on Composite Indicators and Scoreboards (COIN) with a view to discuss together how to further improve the SEEA AFF-INCA integration for the crop provisioning ecosystem service framework and to ensure that it is developed using the highest standards in composite indicator methodology.

Description:

The System of Integrated Environmental and Economic Accounts Agriculture Forestry and Fisheries (SEEA AFF) and the Integrated system for Natural Capital Accounting (INCA) are both accounting frameworks that aim at integrating the System of National Accounts (SNA) by introducing valuable information on natural resources and ecosystem services. By integrating these frameworks, it is possible to calculate indicators that connect the ecosystem side with the economy and human welfare. We propose three indicators referring to three different steps of the accounting (Ecosystem, Economy and Society). Specifically, “the market component” (ref. Economy) is built as a Composite Indicator. 

Societal impact:

At the moment, the pilot exercise SEEA AFF-INCA only concerns European Union countries. If accepted, the integration SEEA AFF-INCA can be replicated in all the countries covered by FAO database and contribute to sustainability assessments for both developed and developing countries.

This workshop brings together the Joint Research Centre (Nuclear Security Unit) with scientists of the European Commission’s Competence Centre on Composite Indicators and Scoreboards (COIN) with a view to discuss together how to further improve the Methodology for Assessing Priority Countries and Impacts in the frame of the EU Export Control Programme for Dual-use Goods and to ensure that it is developed using the highest standards in composite indicator methodology.

Description:

The methodology assesses priority countries and impacts of the European Union (EU) Export Control Programme for dual-use goods.

Societal impact:

Security capacity building and cooperation in the domain of export control is an important line of effort for the European Commission to enhance security of the Union and its citizens. Actions related to non-proliferation and risk mitigation of Chemical, Biological, Radiological and Nuclear (CBRN) threats constitute a relevant part of this effort, including export control of military and dual-use goods as a key thematic area. The report describes the methodology for assessing priority countries and impact of the export control Programme.  The methodology elaborates on previous ones developed by theJRC to assess how the EU should engage with third countries to cooperate in the domain of export control through its EU Partner-to-Partner (P2P) Export Control Programme. This new approach puts more emphasis on EU security interests and consequently, it is better aligned with the EU Global Strategy. The methodology can be used as a model for similar exercises in other thematic areas of security capacity-building and cooperation. The audience for this report is likely limited to those who plan, prioritise and allocate resources for the EU security capacity-building and cooperation.
