Aim:

This workshop brings together the Joint Research Centre (Nuclear Security Unit) with scientists of the European Commission’s Competence Centre on Composite Indicators and Scoreboards (COIN) with a view to discuss together how to further improve the Methodology for Assessing Priority Countries and Impacts in the frame of the EU Export Control Programme for Dual-use Goods and to ensure that it is developed using the highest standards in composite indicator methodology.

Description:

The methodology assesses priority countries and impacts of the European Union (EU) Export Control Programme for dual-use goods.

Societal impact:

Security capacity building and cooperation in the domain of export control is an important line of effort for the European Commission to enhance security of the Union and its citizens. Actions related to non-proliferation and risk mitigation of Chemical, Biological, Radiological and Nuclear (CBRN) threats constitute a relevant part of this effort, including export control of military and dual-use goods as a key thematic area. The report describes the methodology for assessing priority countries and impact of the export control Programme.  The methodology elaborates on previous ones developed by theJRC to assess how the EU should engage with third countries to cooperate in the domain of export control through its EU Partner-to-Partner (P2P) Export Control Programme. This new approach puts more emphasis on EU security interests and consequently, it is better aligned with the EU Global Strategy. The methodology can be used as a model for similar exercises in other thematic areas of security capacity-building and cooperation. The audience for this report is likely limited to those who plan, prioritise and allocate resources for the EU security capacity-building and cooperation.
